When you need a permit

MABCD says new construction, additions and changes need a permit, while replacing or repairing existing finishes such as paint, tile, carpet or cabinets does not (MABCD). Its page points readers to Sec. 2.4.020 of the code for the detailed residential list.

Finishing a basement is new construction below grade, so plan on a permit. MABCD answers project questions at 316-660-1840.

What homeowners can and cannot do

Homeowners can do electrical and plumbing work only on a home they own and live in. They must file the Homeowner Declaration Form and hire licensed subcontractors for those trades or pass the MABCD homeowner exams. An owner who does not live in the home must use a licensed contractor (MABCD).

Who pulls the permit

The contractor should, under their own license. MABCD treats a contractor who asks you to pull the permit as a red flag and suggests calling to check that the contractor is licensed and insured (MABCD).

What inspections to expect

Inspections usually happen at key stages, often before walls close and again at the end, and MABCD sets the exact list for your permit. Ask when you apply. The egress window details are in the bedroom code guide.

Other towns have their own offices

The Bel Aire city code adopts the Sedgwick County amendments (Bel Aire code), and Haysville adopts the 2018 residential code with its own changes (Haysville code). Ask your city office, since the rules and fees can differ.
